Is it better to email first or call first

I would not get too hung up on which to do first. As long as you are doing both - calling and emailing, you are going in the right direction. One nice thing about emailing first is that if you use a system that tracks email opens and clicks, you can make your decisions on who to call based on who is engaging with your emails.
